Restricted Application updated subscribers of T1134: Ghosts blocks preventing me from deleting a ship and distorts its parameters and characteristics.

It does work to use like 1000, BUT
make sure you do not revert an action before it is fully processed.
In fact anything going over a sector border and or "out of your view range" may fail if altered again before the server processed the command.

If you point it to your steam install it will use it, however, yes it has a totally different set of settings and is not related to the previous launcher.
Steam should have a right-click menu and allow "Open with beta launcher". This should use it.
