Starmade | Fleets on defend/attack don't move back to assigned sector after combat

Description

When using the defend sector command on a fleet, they will not move to the sector coordinates until an Idle fleet command is given to them.

Also, after chasing a target outside of their sector, they will not fly back to it, until an idle fleet command is given to them.

This is all in-sector/loaded, by the way.

Steps to reproduce
  1. Create fleet
  2. Issue defend order to a neighbouring sector
  3. they won't move
  4. unload sector and they do move
Tester information (Internal use only)

Unloaded ships will always return exactly to the given sector their attack/defend order said.
Ships that are loaded however return to a neighbouring sector of their order. If the ships are in 0 0 0 and so are you, and you give an order to defend 0 0 1, they won't move. They do however move if you enter 0 0 2 which is 1 sector further.

They should go to the sector that was entered in their order.

Seems influenced, or even caused by http://phab.starma.de/T1180. If you issue an idle command order, they do move to that exact coordinate.

I think it might also be doing the same thing on the attack sector fleet command.

I've seen them return when I went out of "chasing" range, but it's possible they just return to the closest sector right next to the assigned position.

Most likely the "attack" order is affected by it too as you mentioned in your last command.

However, this one appears very similar to T1180 so that one probably needs to be fixed first before this one.

This bug could have occurred after some attempts were made to fix T1180. Because I remember the defend sector command moved ships correctly before the current patch (v0.19624). But in v0.19624 I was surprised when they didn't move.
