What does exist is a revertBehaviourConfig.xml. In any case, I have not been able to make a file that works. Using one or both file names, with new blockbehaviourconfig.xml values. So right now, the custom block behaviour config function is not working for me.

1 create blank server
2 make a customBlockBehaviorConfig.xml file in /customBlockBehaviorConfig
3 make changes to multiple blocks
4 start server
5 log into server
6 server throws filenotfound error

Could have used a log file but it's been a long time so nevermind. the revertBehaviorConfig is an incomplete feature, shouldn't work like you think it works.
Managed to make a customBlockBehaviorConfig.xml and get it to work with and without that file present so I'm assuming the issue you had is gone now.
