When you use a name that's already being used, the spam protection triggers anyway even though no ship core has spawned.

Steps to reproduce
  1. spawn in a ship core named "a"
  2. wait a few seconds and do the same again
  3. game gives you an error that the name is being used (which is good)
  4. immediately afterwards try to spawn a new ship core, you can't since spam protection prevents you
Tester information (Internal use only)

Behavior occurs as described, if a core fails to place it should not initiate the anti spam timer as it currently does. Only a successful entity spawn should activate the anti spam timer.
