I couldn't reproduce the bug.
I spawned 2 core, placed a rail docker on one, and a rail on the other. I went through the steps you mentioned and I was still able to roll with Z/X.
Could you give me a bit more details ? Were you docked to a station ?
What kind of ships were involved ? Maybe just tell me what system they contain ?
Docking ship to a station, undocking into an area that is within the station's bounding box.
Ship contains:
Power reactors/capacitors
Shield caps/rechargers
Beam master/cannon slave
Cannon master/cannon slave
Salvage master no slave
Turrets similar to that mentioned in T553
Scanner
Jump Drive
Blast Doors and Red Forcefields
I don't think I missed anything
I can give you the ship BP if you want, heck I could give you the entire station if I had to I'd just rather not

I did some more testing undocking from a station, with a ship with all the components you mentioned. But I still did not encounter the problem trying to dock and undock several times.
I also tried docking the ship, getting out and back in, then undocking, without the problem showing up.
Did it happen while on a server, or in single player ? And did it happen more then once ?
Did restarting the game fix it ?
And we'll try to make it happen without the blueprints first then.

Don't remember the instance where it happened on SP but I think it was when I was doing turret testing, not sure.
Yes it has happened more than once. I happened in previous public release before 19401 and also during 19401 with different ships on the same station.
Restarting the game does not fix the issue. Restarting the server does not fix the issue.
I thought for a moment that it had something to do with more than 1 basic rail being part of the actual dock, but then I realized this issue happens when docking to a turret rail axis block as well.
The ships in question have 150k or so mass, perhaps this may be a contributing factor.
I will try to replicate this again now and report back.
Just tested both rail basic and turret axis with the ship in question and the station in question. I was not able to reproduce this issue in the 5 minutes I spent. Although the fact that it happened over two versions and two different ships on the same station is interesting.
Ship also has lights, storage and medical blocks on it.
Had this once a long time ago, when a core was never entered or moved.
(The mode when you enter it, and never moved it, an easily start building the ship the wrong way when not watching the "arrow" in the top middle of the screen.)
In this mode you could indeed not roll they ship by keyboard.
Possibly got to try this with less variables, I doubt it has any relation to the built blocks, more with the position itself.

Do you feel alright with posting a picture of the docking point on your station and on your ships ? Just to get a better idea of the way everything is laid out.

Just realised that my test earlier is invalid, as I had rotated the rail docker previously to another orientation.
The correct orientation is (one that it occurred on): docking face forwards in the Z axis, arrows pointing up along the Y axis. The dock is the same (of course opposite Z dir.

And I'd still need some details on how the rail and the docker are placed, if there is anything around them, etc..
On the ship: Rail docker block is placed such that the face that will be mated with its counterpart while docked is on the front of the ship. The block is rotated such that the arrows on that face of the block are pointing "up". Only blocks around this are the black standard armour that it is placed on, although there us a camera within 10 blocks.
On the station: Basic rail placed similar to the rail docker is on the ship (arrows pointing "up") though I am unsure what side of the station the block is relative to the "front" of the station (based on the multicoloured arrow at the top of the screen in build mode). The basic rail has basic rails aligned the same way above and below it in a chain (about 4-5) and has yellow lights next to it.

Hmm.. That's how I tested it in the first place.
I can't really do much more right now. I'll leave the issue open so that other testers can try to get it to happen. Considering its an issue that already happened in the past.
Meanwhile, if you can get it to happen again, and can reproduce it more consistently, be sure to update the issue with the details.
