Not sure what's going on but shields refuse to work on this ship. I originally submited this as a support ticket but It isnt working in Pre Release either.

The shield config was changed, the upkeep cost is higher now so you need more rechargers to compensate for it. (The power usage for rechargers is less though)
Your ship blueprint provides 25 000 regen, but because you have 2.7 million HP, your upkeep is 55 000 HP.
The netto result is this
Either increase the shield recharger amount so that you have more than 55 000 HP/sec, or decrease your capacity so that the upkeep is less than 25 000 HP/sec.

I'll change up the HUD Context a bit for shields to give you different information in case your regen < upkeep, that should explain it better (assuming HUD context is enabled)
