This scrolling does not save.
Every time you specify/revert or level up/down a chamber, the menu will reset to its default position.
Every time you open or close the menu, it will also reset to its default position as it's initialized.

Steps to reproduce
- Make a chamber tree setup that is a few chambers wide in the tree, or simply reduce your reactor menu's size enough for scrollbars to appear
- Scroll to a position
- Edit a chamber, and the scroll position will be reset
- Open/close the reactor menu, and the scroll position will be reset

Fix confirmed. Still moves you around a bit when changing chambers, but that's just because the tree width is changed also. Definitely doesn't get in the way.
