Description

When a local shield is depleted, it should stay like that for a set amount of seconds. Just like the old shields.

Steps to reproduce
  1. make a small local shield
  2. shoot at it till it should hit 0 capacity

It never really hits 0 capacity as it keeps recharging constantly. You can still do hull damage but shield outage cooldown should still be there as it's an important game mechanic.
