If your power group consists of a long line, or a small plane such as 2 x 2, it won't give you power. Distance calculation you can see on your stabilizers also shows no value in that case, but displays a square.
Running with assertions enabled should point out where it happens.

You can up the reactor group size a bit to 2 x 2, or a long line. Both should give no power still.
