Starmade | Momentum and EMP Effects un-jam & de-cloak shielded ships

Description

If you fire on a jammed or cloaked ship with a weapon using an EMP, Push, Pull, or Stop effect it un-jams and/or de-cloaks the ship.

This happens regardless of the size of the weapon or damage done so long as it has one of those effects that pass through shields.

Steps to reproduce
  1. make a cannon + momentum effect weapon
  2. have a shielded, cloaked/radarjammed target (use fleets + orders to do it)
  3. fire at it

Make sure it is always shielded or else you'll get mixed results.

Tester information (Internal use only)

Only happens for Cannon projectiles.

Cannons combined with the momentum effect (push, pull, stop) or the EMP effect, will decloak and dejam a shielded target.
As long as your shield is up, this should not happen.
The damage display number when using these cannons + effects is a Red number, the shield is ignored when using a 100% effect. Yet when you use a 50% effect or something similar, you see a red and blue number at the same time.
Perhaps this is a simple < versus <= issue?
