This is occasional bug and you may have troubles with reproduction. If you want, I can upload gif or ship's blueprint.
Also, you can increase chance of successful reproduction using shocking target AI with closest spam of 100 pirates.

Can't reproduce, tried it out with 200 ships and longer missile distance so I could see it more clearly. Every single missile tracked me and hit me while I was strafing at 200m/s.
Even on sector boundaries or across another sector, they still tracked me.
I'm not sure what you mean with "shocking target AI" though.
I mean that you need to spawn a lot of enemies near an AI ship. I see this bug sometimes. It's causing rarely. If you need, I can try to show it to you
Only problem I can reproduce is the immediate lock time for missiles managed by AI (where players would have to wait for the time). AI seems eminently capable of tracking targets with missiles. It is possible that what you observed is due to the target ships being too close and the missile not turning enough to hit them on the first pass.

Might have been an issue but most likely resolved with the new missile targeting system, which currently has a severe issue that targets the wrong location. See T2392, closing task.
