Description

tutorial opens with shift+tab+f8 or tab+f8 because the game does not recognize key binding sequences correctly.

For me it doesn't open when using Tab + F8 or when using shift + Tab + F8.
What version are you using?

Still happens, but since the debug button was moved to F1 and F1 + F8 works just fine, it's really not a concern.
