Instead of attempting to maintain formation, fleet ships will all try and converge on their flagship if it is ahead of them. As a result, their collision avoidance code will constantly trigger, so they will periodically slow down and attempt to fly away from one another... This results in them taking much longer to navigate to the flagship than a single ship would.
