When placing weapon modules or named intership controls on your action bar descriptions will only show up if they are placed on the first one (1).

When placed on action bars 2 till 10 no description is shown when scrolling to the module in flight mode.

A description does show if you are assigning weapons to slots and hover over them with the mouse.
