If you destoy the rail where the turret is docked it will float into space. BUT it is not decayed anymore. Due to this you get real blocks if salvaged.
I think this Problem is connected to the new health System.

Is this happening with custom pirate stations ?
Because you explicit talk about rail docks.
at the moment, from my fairly extensive tests on our set of custom pirate stations (all updated for current build / rails)
- destroying the faction block on
- taking a station down to 50% structural hp decays it
as a side effect, all items that generated into the universe as a part o said station decay instantly when the station decays, be that be via faction block destruction or structural hp reduction. however, the OP is correct in that items to not auto decay themselves when they are detached from the station by having either the rail docker or rail / rotator / turret mount used to attached the item to the station.
selfishly, i like this mechanic, because we're letting players surgically pry off "reward" tanks from the pirates if they can manage the recovery operation before reinforcements arrive, but they can't just blow up the station or it will decay. i think prying things and thieving from pirates to poke the hornet's nest on purpose provides an interesting mechanic, whereas decaying the station ceases all hostile activity from it.

then maybe they should decay when they do loose factioning or overheat .. or both to solve this ?

It would seem that if you manage to undock a turret before the main station is below 50% hp or its faction block is destroyed then the turret will not be decayed.
However as soon as you fill either of the two requirements (Faction block destroyed or hp below 50%) the station and all its turrets turned to decayed status.
IMHO this is another example of a "bug" that should be left as a feature, risk vs reward.
