Starmade | Language pack: not everything has an entry

Description

2 issues:

1.)There are two language folder, one ".\StarMade\Language" the other one ".\StarMade\Data\Language"
The instruction was to use ".\StarMade\Language" but there is a translated pack.xml at ".\StarMade\Data\Language\german"

2.)The language won't show up in game even I change the settings.cfg and just in case, I have same folder and files for ".\StarMade\Language" and ".\StarMade\Data\Language"
The whole function is currently broken......

Configs override language pack changes might be possible.

But there are other things messing around with the language system, even the language on the gui which is not related to block config remain english after apply language pack.

There are things that cannot be translated yet. We'll have to make a masterlist (in excel) to figure out most of them.

config override have been fixed in 0.19489
but there are still a lot of things missing in the translation pack.

We moved on to a spreadsheet, currently it has 300 ish entries to be added.
It will take time to find others since some can only be found in specific situations.

Rejecting this task since it's impossible to put this in a task without making a big unreadable mess.
