Background noise persists even when game is muted. sounds kind of like underwater in a pool or the inside of a jet.

This is sort of odd, never noticed such a background sound?
For me starmade is "silent" except core engine, shooting, and "click-confirm" things, like placing a block or clicking on a menuitem makes a small sound.
Are you referring to those small click sounds?
Or is there another sound supposed to be played while starmade runs?
Is it by any chance the built in microphone (in case of notebook) that also plays?
Does it end when starmade is quit?
When does it start? Before spawn? while loading?
So, it does start the noise when the game starts, or before? (possibly even in launcher?)

Steps to reproduce:
By unticking the "sound" option in the game the game does not mute at all...
By changing the volume levels of the game you get the sound affect that is played when next to a ship core regardless of what you are doing and where you are
Changing the volume levels more yield interesting results sometimes it will mute others it will continue however the first time it mutes is the last time you have sound until you relaunch the game.
Assigning to low as this is a very low priority bug report and workaround possible by simply setting the volume from the launcher/ windows mixer
