You can have effects go past 100%.
It looks fine in the weapon menu.
It does act as if you have 414 effect blocks in this case. It's not a UI only issue as it does amplify damage with the said amount.

Capping at 100% ratio doesnt allow for 100% conversion to a damage type. The numbers for primary, secondary and tertiary damage types (at 100% ratio) will thus be capped at 83%, 67% and 50% respectively.
