Steps to reproduce
any rail with a flat surface in the arrow direction of a rotator prevents the rotation from taking place

i tried all 4 directions in this sample with different rail block sides.

i build this ... and it rotates without a problem on a station.
did i missunderstand how it is supposed to happen ?

Turret axis are not compatible with rail systems, so I am inclined to believe they do not contribute to this bug. Also, your rotator arrow is not facing any of the adjacent rail blocks.
