Starmade | local shields have no regen under fire

More of a reminder, not sure yet if we truly need it back.

Shields normally drop in regeneration as soon as they're under fire, and slowly increase the lower your capacity becomes. Local shields don't have that.

Steps to reproduce
  1. make local shield, use easy to calculate recharge (1000 HP/sec)
  2. shoot shield with weapon and estimate the HP/sec, it should be close to the original regen

Fix confirmed, you get full recharge X seconds after it was last hit or else you get nothing. Works for me, the timer is different for full depletion.
