Using this button will put you into the "set position" mode.
Pressing it again, does not disable that mode, you're forced to at least set the position and then clear it afterwards if you want to exit it.
Another issue is that there's no button text change when you're in the "Set Position" mode so you don't really know if you're in that mode or not, unless you look at your cursor.
Partial fix, doesn't work if you have the line build helper selected. It uses a different form of selection which can't be toggled yet with "Set Position"
