I tried deconstruction without design, create design from {blueprint, catalog}, load design.
Ordering desconstruction results in the ship, looking as some blocks have been removed, but no blocks are in the shipyard cargo. It just keeps like this without any change.
In this case I could still use the cancel order, and the original ship would emerge again.
In all other cases, the shipyard is completly blocked. No orders can be given anymore. The design remains loaded even after the server gets rebooted.
Swapping the shipyard anchor results in the same issue.

The "blocking" part appears for me too for loading big ships from a .sment. Ship seems like to be loaded, but there are no blocks and all shipyard menu items are disabled.
