If you order cargo from someone (in this case a NPC Faction) and your trade node is unloaded at the time of arrival, your shop inventory won't receive the blocks.
Works fine if the trade node is loaded.

- Order something that's about 2 systems away from you (gives you a minute to teleport away and have the sector unload)
- Teleport away
- Wait for the trade convoy to arrive
- Go back and check shop inventory
