At a TradeStation, my friend had a thought using the leaking implement (when over capacity) to obtain free items from the station. You must have access to the shop module to do this (by access, I mean being able to be next to it). With these, items will start spewing out until the capacity has been neutralized.

It is very simple to reproduce this bug.
Step One:
Get a lot of heavy blocks to fill the TradeStation high over capacity. Then, sell these blocks, therefore, filling the shops over capacity.
Step Two:
Find the shop module and slowly random items from the shop will start leaking.
Step Three:
Collect the blocks.

Last time I checked, this option broke and bleeding over capacity never dropped something. Still the case for my SP one.
Back when it was still working, dropping used to duplicate stuff but that got fixed.
Can you reproduce this in SP? Since I can't.
Also, you can sell or transfer blocks to go over capacity, it limits you. Only way to get things over capacity is to fill it, then remove cargo blocks manually but your "How to reproduce" section describes something else.
If I remember right this has everything to do with the config setting that causes inventory holding blocks to bleed cargo if over capacity. Since the old Trade Station shops for the Trading Guild don't have cargo space they'll bleed their items. This is more of an issue of those old things needing to be replaced or updated than it is a bug.
