Steps to reproduce
- Put any passive on a fleet ship and turn it on
- Unload the ship (Tell the ship to move away/Move away yourself)
- Reload the ship (Tell the ship to come back/Go back yourself)
Passives are reset.

AI isnt using passives as of now .. this is a missing ai feature not a bug

yes ... a ship not piloted would need an AI to do anything.
and the AI wouldnt be able to use passives because its not implemented to do so.
aside from that i would consider a passive without a pilot controlling it to continue to operate a bug ... rather than the otherway around.
