Starmade | Fleet ships do not keep Passives after unloading

Description

Fleet ships keep passives on even if they are unmanned, but once they are unloaded and reloaded the passives are reset.

Steps to reproduce
  1. Put any passive on a fleet ship and turn it on
  2. Unload the ship (Tell the ship to move away/Move away yourself)
  3. Reload the ship (Tell the ship to come back/Go back yourself)

Passives are reset.

not a bug as such ...
AI isnt using passives as of now .. this is a missing ai feature not a bug

Thats any ship in general not just fleet ships

yes ... a ship not piloted would need an AI to do anything.
and the AI wouldnt be able to use passives because its not implemented to do so.
aside from that i would consider a passive without a pilot controlling it to continue to operate a bug ... rather than the otherway around.
