This issue occurs for every block texture pack (Default/Pixel all sizes) and occurs for both the new (beta) and old launchers.

Result:
Patched from before the pickup/shootout rail addition to 0.19624 and pickup/shootout rail textures are missing (at least these are easily seen for this test)

Same issue that we had in T1201
Back then it overwrote my old textures with the new ones just fine. Worked fine for a new installation too.
I didn't check a really old build though, perhaps it doesn't work if you're missing 1 of the texture files (there are 3 for each pack) and it's supposed to add + overwrite at the same time.
The specific case that I had was:

Texture files reverted to build "A" but zip files in the texture folders contained the correct (current) version of the textures
I realize some of this information seems contradictory but I believe the build "A" was 0.19431 and I may have updated at some point to build "C" but have forgotten that I had done so (explaining in part why I have those textures some where in my files to begin with).
