If a fleet finishes mining a complete asteroid, they don't move on to a new one.

Steps to reproduce
  1. have a fleet with salvagers completely mine an asteroid
  2. notice that they don't find a new one to mine afterwards
Tester information (Internal use only)

Managed to get them to mine by just leaving the sector and coming back, leaving the sector with the flag ship and coming back worked too.
They mine 1 asteroid and then they stop till you reset that queue.

Giving new orders to mine doesn't work.
Removing ship and adding it back to the fleet, then ordering it to mine does not work.
Making a new ship, adding it to a fleet and giving it order to mine does not work.
Restarting the server and repeating all of the above does not work.

AI automatically switches back to IDLING state.

use /soft_despawn to remove an asteroid without completely deleting it (will be back on relog / sector reload)
