The target info panel is now not visible in build mode, technically the original issue is fixed then although getting rid of the target info panel for build mode is not much help for the player. It was especially useful for testing as you could quickly see basic info of multiple ships no matter what mode you were in.

And back again, target info is apparently never visible in build mode. Real issue was that the left popup was still being used outside build mode, which is now fixed.
