Starmade | Shield Bubbles provide hollow shielding

For some reason, despite the premise of the shield bubble (i.e a bubble of shielding which protects your whole ship), if you were to get inside the shield bubble, no matter how much shielding a ship has, any weapon in the game (including the player's hand-held pistol) is strong enough to destroy the ship's critical systems if you can find them. I have recently made a server where RC is decreased by far and power generation as well as shield regeneration are boosted, and one of my admins, while messing around with one of his ships, got inside my ship's shield bubble and was able to circumvent my 137 billion shield regen and 125 billion shield capacity with a relatively small weapons system. With the old system this would not have been such an issue, however, as we would have had global shielding. I'm assuming that being able to ignore shields from within another ship's bubble is a bug, because it renders the "realistic" new shields completely obsolete.

Steps to reproduce

Create a ship with a shield bubble extending further than the ship itself, and then have another ship with weapons enter its shield bubble and fire at the shielded ship.

Its not happening as you do discribe it.
please take a few screen shots from what to shot at and please do add the blueprints of the shooting ship and the target
(maybe its weapon specific)

This one is a bit tricky. Having noticed similar, though not identical, instances of this issue (ship taking damage while shield is up) I have been unable to tie this to any specific reproducible scenario (and why I have been avoiding putting in a report for this until I at least found something I could point at, so far I have nothing except for one thing.... I have ONLY seen this on multiplayer).
At first I thought the issue was piercing effect as a weapon support but that didnt happen. Then I even tried pushing a reactor to well over 100% power usage and shooting that target and couldnt get it to happen. I even put over 100% stabilization on a ship (previously had found it on ships with less than 100%) and found that it did happen but couldnt identify the cause.

The shield bubble should, as I understand it, not function as an actual bubble that forms the shield perimeter (which would account for Author's observation) but instead be functioning as a "tag block in bubble as protected by Shield System 1 (or 2...3....etc)" which is what I have seen in every tested case.
