When not in build mode, it is impossible to place a reactor stabilizer on an asteroid. Instead an error message will be generated preventing the placement.

Asteroid bases are an early base for players, and the only way to refine the materials needed to create a build block.

I've also noted that large arrays are needed (at least 16 blocks) to do what a single reactor core would do in the old system, as far as production is concerned.
