The settings in "Edit Ranks" for
"Relationsships Permission" and "Description and News Post" are not working correctly.
Marking "Relationsships Permission" gives you both rights to "Diplomacy" options and "Post News"
it should only be the Diplomacy part.
and the "Description and News Post" is doing nothing afaik.
that should enable the "Post News" options for the rank
