I've noticed that when a the emissive maps are turned on they make the rod lights in their off state look as if they are still on. First noticed this while testing something in version 0.19498 but recently tested this in the latest dev build (0.19505) and it still appears to be the case.

Shadows are not related but it does look like emissive mapping is the one causing it, happens for all rod lights. The normal cubic lights are fine.
