I've installed all the latest Windows updates, and I've installed StarMade using Steam. Here's my system info:
Windows 10 Home Edition
64-bit Operating System, x64
Intel Core i7-6700HQ
RAM 8.00 GB
NVIDIA GeForce GTX 960M (a{F9683}lso Intel HD 530 Integrated Graphics)
This error started happening sometime after I updated to v0.199.234 from v0.199.217.
When I run the launcher from command prompt, I get this output:

After I experienced the error, I deleted all local content and re-installed StarMade, through Steam, but the error persisted.
As mentioned in the description, I can't uplink to the StarMade servers after I use the old launcher. Attached is the starmadelog.txt associated with that session.
