-Confirmed-
I can confirm that in v0.19448 you can't turn off the atmosphere shader in the advanced option menu of the connection setup menu.

Steps to Reproduce:

  1. Start the launcher.
  2. Get to the connection menu, and enable showing advanced options
  3. Set the atmosphere shader to on or off depending on its current state.
  4. Start the game, and fly to a planet.
  5. Take note of whether the atmosphere is there or not.
  6. Quit the game, and re-do steps 1 to 5 this time setting the atmosphere shader to off or on, depending on its previous state.
  7. Notice how the atmosphere is still being rendered.

Note:
One thing to note is that when hovering over the combobox for the atmoshphere shader, the tooltip for the G_MULTIDRAW optimization is popping up.
And the tooltip popping up for the G_MULTIDRAW combobox is the one for the texture array, which isn't even in the list of options.
