Starmade | Stop effect doesn't work reliably if used in conjunction with damage beam or missiles

Description

It is a little bit hard to reproduce but it happens quite often nevertheless. It is especially easy to reproduce it using missile nukes. One would assume they'd stop almost anything but in fact they don't stop even a single core.

(requires testing in singleplayer)

Steps to reproduce
  1. Try to stop some ships using Damage Beam + 100% Stop. Sometimes it works, but most of the time it doesn't at all.
  2. Try to stop some ships using Missile + Damage Pulse + 100% Stop. It never works.
  3. Try to stop some ships using Cannon + Stop. It always works.

stop effect is using an experimental mechanic as an alternative to what we use for pull/push. Not much to report about since it's just the entire stop effect that's not working so well. Most likely it will be just switched back to what we had, or completely replaced by something new.

Rejecting this task for now, might re-open it if we need it later.
